Hello,

Given the feedback received to Richard's proposal, it is clear that it
does not have majority consensus. I have therefore left the editor's
draft unmodified. I believe that, modulo this issue, the spec is ready
for Last Call. Could I request that the chairs make a decision on this
issue so we can move forward?
