This PR is obsolete, sorry for forgetting to close it. The compositing level 2 spec already says that the root element group's filters apply after drawing it and before compositing into the root group: https://drafts.fxtf.org/compositing/#pagebackdrop Chromium has [implemented](https://groups.google.com/a/chromium.org/forum/#!msg/blink-dev/4DC56FN3paU/hsxA9P3_AQAJ) this resolved behavior also as part of Chrome 81. There are bugs filed for other browsers to follow suit.
