I think it's most important that this will work the same way it does in Safari. In my opinion, it would be more confusing for developers if it didn't work the same everywhere. Do note that the same effect is present in iOS, where it does work similarly to the way it works in Safari (if not exactly the same way). I really do think that the backdrop should include everything behind an element, as it's supposed to be a filter that can be put on top of anything (and filter anything behind it).
