Apparently Firefox is the only browser to get this right. If you have url(#mask) in an external style sheet it cannot actually reference a <mask> element. You need url(/path/to/mask/doc#mask) I hope Tab will clarify this as part of fixing http://lists.w3.org/Archives/Public/www-style/2014Jun/0238.html but I figured I would raise it here too since the way URLs in style sheets work should have been more or less clear already.
