CSS 2d transforms comments

Two comments on the CSS 2d transforms spec,

   The first paragraph in the Content Flow section doesn't seem to be  
applicable to svg content. Or do we want to add scrollbars inside svg  
content?

* General comment: "For CSS..." should probably be replaced with something  
like "For elements in the CSS box model..." to make it more clear for user  
agents that implement both CSS and SVG.
