Updated xforms schema

I've updated the xforms schema. You can review the changes at https://dvcs.w3.org/hg/xformsusers

Summary:
* Added function element to xsd default tip
* Added var element to xsd
* Add @ref to bind and header
* Moved context attribute to common attributes
* Renamed schema files to 20 (was 11)
