so lifting the restriction could be fine if it were done in tandem with 
adding an *easy* way to prevent submit *and* trigger controls from 
running multiple submission transactions.

With the submission response ID you can check and see if a submission is 
still outstanding.  So, part of the "easy way" would be a predicate, and 
another part would be @if.
