submission/@replace='all' behavior

I thought I had raised this recently but I can't find a record of the 
message.

I think we need to talk through the implications of 
submission/@replace='all'.
There appears to be variation in the user agent behavior.
Recently, xsltforms developed a way of doing submission/@replace='all' 
and processing the xforms-submit-done and xforms-submit-error events, 
but it comes at the cost of breaking the back button and not putting the 
correct URL in the location bar.
