3 actions done, new XForms 1.1 spec

Hi everyone,

The following actions have now been done, resulting in an updated version 
of XForms 1.1 [1]

Fix for xsi:nil in section on required MIP

Optional xforms-submit-done and xforms-submit-error on replace all 
submission
http://www.w3.org/2009/03/25-forms-minutes.html#action11 

Define data mutation operations of submission and copy element on 
select/select1 in terms of XForms actions like setvalue, insert and delete
Action 2009-03-18.3
