Starting source bundle for XForms 1.2

Now linked from the home page is the starting source bundle for XForms 
1.2.

It is the same as the latest XForms 1.1 draft, except
1) all the diff marks are removed
2) The title and status are changed to XForms 1.2 working draft

Changes for specific tasks can be applied as diffs.
Mailing the zip back to the mailing list won't work, though, so we'll work 
out another way to return completed diffs.
