Draft charter for Rich Web Application Backplane XG for comments before submission

All -- attached is a draft of the Charter for the Rich Web Application
Backplane Incubator Group (XG).  This XG is being proposed to follow-up on
the original Backplane Note [1] describing opportunities to look for common
features across multiple interaction vocabularies, discussed at an initial
meeting [2] in November, 2006.

The Charter has been updated to adopt the new (RF intent) XG patent policy,
to suggest weekly rather than "fortnightly" meetings, and to revise
dependencies on other groups.

The target is to submit this Charter for approval as soon as feedback from
this posting is received, and the initiating members have completed
whatever approvals are required internally by their respective
organizations.  Hopefully, submission will take place within about a month.
