Is it possible to create links to the relevant sections of the child 
elements (resource, method and header) specified in the table of the 
content model of submission (end of section 11.1 The submission Element
[1])?

relevant sections are :
 - resource : #submit-resource-elem (11.6.1 The resource Element)
 - method : #submit-method-elem (11.7.1 The method Element)
 - header : #submit-header (11.8 The header Element)
