Preliminary implementation report available; need updates as soon as possible

Hi Form Team,

Based on the discussion this morning and information I have received at 
the face to face and from Nick (regarding Chiba), I prepared the following 
preliminary implementation report, which is now linked from the editor's 
draft of the 1.1 spec:

Please get in there and make updates as soon as possible, or just post 
them to the list.  We really need to have this wrapped up by the end of 
tomorrow if at all possible.
