EXI Evaluation doc.: Apx B - unlabeled numbers

In the EXI Evaluation document draft at
http://www.w3.org/TR/2009/WD-exi-evaluation-20090407/,
in appendix B, there is no text introducing the table to specify
its semantics.

For example, nothing specifies the units that apply to the values in the
table (or otherwise explains what the one and zeroes mean).

(Also, "Criteria" should probably be "Criterion" (column headings
are usually singular).)
