[EXI] Pruning SC events

Build-in element grammar contains SC event. Section 8.3. "Pruning Unneeded Production" refers only 6.3 "Fidelity Options" and selfContained is not part of those options.

 If selfContained option set to false, shall SC event be pruned from the build-in element grammar?
