I stumbled across this link:
http://www.w3.org/XML/EXI/tutorial/exi-examples.html which is very
helpful... for simplicity and reducing errors, can someone point me to or
send to me pre-encoded binary files that correspond to this example so I can
attempt to decode?  It would be greatly appreciated.

We expect to be announcing an open source project for EXI in the near future.  This already contains code that can 
encode and decode the sample you mention above.  Once this is made public, you will be able to create an instance of 
this data and others for your development and testing. 

I will keep you posted..
