Thanks for your answer. I think it is this issue is very interesting.
Perhaps most effective would be, the management software allows the
editor to configure certain aspects of editing, publishing and
importing conceptual schemes.

Right now I can think of these two:


PROPOSAL 1
Statements: <A> skos: topConceptOf <S>, <S> skos: hasTopConcept <A>
Conditions: <A> skos: inScheme <S> and there is no <A> skos: broader /
skos: broaderTransitive <X>
Process: Import / Maintenance
Character: Optional / Supervised (validating each pair of statements)

PROPOSAL 2
Statement: <B> skos: inScheme <S>
Conditions: <A> skos: inScheme <S> and there is some <A> skos:broader
/ skos:narrower / skos:broaderTransitive / skos:narrowerTransitive <B>
Process: Import / Maintenance / Upon creation of the hierarchical
relationship between <A> and <B>.
Character: Optional / Automatic

Another aspect that might be interesting to discuss would be: Is it
advisable to carry out these operations? As Allistair said, we do not
have all the data and, of course, we can not get into the mind of the
person who has prepared the conceptual scheme we want to import. This
is a more complex operation than it might seem.

Would it be interesting that in the next revision of SKOS some
elements of vocabulary will be added? (associated with the conceptual
schemes and defining if they it's possible make certain inferences or
statements:

<S> Skos: autoInScheme "true"
<S> Skos: autoTopConcept "false"

Yes, I know, the above elements sound awful, but it's the first thing
that came to mind.

I'm also thinking that another option would include statements OWL 2
to define these characteristics (and not have to modify the SKOS
model). I do not know if OWL 2 has enough expressive power to define
these conditions.
