I believe so, yes.

It would be, because there's only one triple there.  Thus the  
following would also be consistent:

<Love> skos:prefLabel "love"@en ; skos:prefLabel "love"@en .

since the triple "<Love> skos:prefLabel "love"@en." is just being  
redundantly repeated.
