[PORT] SKOS Core namespace dereferencing

Hi all,

I realised that by implementing all the RDF changes, and setting up a redirect from http://www.w3.org/2004/02/skos/core to the new snapshot http://www.w3.org/2004/02/skos/core/history/2005-10-06 I violated the commitment we made in the Vocab Spec to always keep the current documentation consistent with the latest RDF.

So for now, http://www.w3.org/2004/02/skos/core redirects to http://www.w3.org/2004/02/skos/core/history/2005-03-31 which is the RDF snapshot consistent with the current Guide and Spec.
