Stella's probably seen this, but I thought there might be some who haven't.
 The final version of ANSI/NISO Z39.19-2005 has been completed and
published on the NISO website. You will find it listed on the approved
and published standards page: http://www.niso.org/standards/ or you

ANSI/NISO Z39.19 - 2005 Guidelines for the Construction, Format, and
Management of Monolingual Controlled Vocabularies
Equivalent international standard: ISO 2788
Abstract: Presents guidelines and conventions for the contents,
display, construction, testing, maintenance, and management of
monolingual controlled vocabularies. It focuses on controlled
vocabularies that are used for the representation of content objects
in knowledge organization systems including lists, synonym rings,
taxonomies, and thesauri.
