[Action][SKOS-Core] Ordered/Labelled Collections of Concepts

The proposal for new vocabulary supporting ordered/labelled collections of
concepts as described by:

has been actioned.

for a summary of the new vocabulary, including definitions and comments.

All new vocabulary has an 'unstable' status, so further comments and
suggestions is most welcome.
