thank you for the clarification. I thought about it like the good old 
w3c RDF api interfaces, that were implemented by melnik.

so, I thought about: "how to use skos inside an application" and not as 
a web service.
probably because I am blindsided in being a End User GUI application 
developer.

I see the SKOS API now as a web api and would position my thing as a 
local developer api
(on which the web api could build, i.e)

I just forgot the "WSDL"word,
hm, what annotations does it raise in my head, like an axis of a truck 
running on my head...

ok, I think I will walk the DREFT inside way, see other post.
