EOCred Definition and Example sites on wiki

Hello All,

Following on from our kick-off call for the Educational and Occupational
Credentials W3C Community Group, I have made a start on populating the
group's wiki. Any general comments on content are welcome, but specifically:

I have added content to the wiki Main Page
<https://www.w3.org/community/eocred-schema/wiki/Main_Page>. It now
includes the definition we discussed during the conference call. Please,
*if you can improve that definition:* discuss it on this mail list thread.

I have also added some examples of sites
<https://www.w3.org/community/eocred-schema/wiki/Examples_of_sites_with_credential_information>
with credential information. Please, *if you want to add other example
sites* either login and edit the wiki or send suggestions via this list.

I will shortly be adding outline use cases. More on that soon.

Finally, a reminder, if you missed the call, I wrote a summary
<https://www.w3.org/community/eocred-schema/2017/11/28/project-kick-off/>
of it

Best regards, Phil.
