If I understand correctly, you suggest adding a day count with a four 
digit fractional part to the dataset, as an alternative to the existing 
dates.

The dates that are recorded in the dataset that I described are 
administrative dates, they are not dates that record the occurrence of 
some natural phenomenon. They can be viewed as a date stamp that a civil 
servant stamps on a document at some time during a work day. So I don't 
think that I could calculate truthful day numbers. Moreover, I can not 
really think of a usage scenario where using such a number in a query 
would be preferable to using a regular date.

In this particular dataset, I think the trigger for users to consider 
updating saved queries is a change in global metadata values like 
dcterms:date or dcterms:modified. In this dataset existing (historical) 
data are never change, but at some time more recent data might be added. 
Thinking about this I realise that this is useful information for users 
that really should be published in the metadata somehow.
