This is practical advice, I hope.
The W3C mailing list guidelines (http://www.w3.org/Mail/) say "Each mailing list has a specific purpose; please try to avoid widely cross-posting to multiple lists if possible."

However, if you must send out cross-posted stuff, then there is something useful you could do for me please.

If you send it in separate messages, then I get a copy for each list I am on, plus all the other places you have sent it.
If you send all the W3C ones at the same time, then the clever software at W3C realises that I am only one person, and so only sends me one copy.
