Jose, the declaration is now available in StratML format at http://xml.gov/stratml/index.htm#Other or, more specifically, http://xml.gov/stratml/ODEPS.xml I look forward to seeing it progress beyond the "voting" (endorsement) phase to the implementation phase (in the form of a performance plan).
