Future Plans for eGov IG & Standard for Use Cases

On the eGov IG telecon this morning, Daniel Bennett asked if there is a standard for compiling and finding use cases.

To the degree that a use case should "Describe what the system shall do for the actor to achieve a particular goal," hopefully, AIIM's emerging StratML standard will enable the discovery of use cases of interest to individuals and groups of stakeholders, based upon explicit, readily inexable/referenceable descriptions of goals about which they care.

With regard to next steps for the IG, the goals set forth in the Federal (governmentwide) IT Strategic Plan to be issued by the CIO Council (CIOC) might be taken as a set of potential use cases for the IG.

It would be good if the IG could link the "data" contained in its charter to the goals and objectives set forth in the Federal IT Strategic Plan (and partner with the CIOC in the pursuit of the objectives that are complementary across the two plans).  The IG's charter is available in StratML format at http://xml.gov/stratml/drybridge/eGovIG.xml  As soon as the Federal IT Strategic Plan is available to the public, I will render it in StratML format as well.

To the degree that volunteers may step forward to take the lead on accomplishing objectives set forth by the IG, documenting them as stakeholders of the performer type would be a good pilot use case for Part 2 of the StratML standard, which will address the elements of performance plans and reports.
