RE: Draft of Interoperability section

My view is that either: 

a) the TRM should indeed "reference" *all* of the applicable standards
(technical specifications) or 

b) it should be abolished -- because its results are *perverse* (including
the rejection of acquisition proposals simply because they reference
compliance with technical specifications for interoperability that are *not*
included in the TRM and, thus, deemed either not to be applicable or to be
immature and, thus, too risky to use).

Obviously, I believe the former is the preferred alternative and I also
believe that standards development organizations (SDOs) should render
metadata about their technical specifications in readily referenceable
format -- to facilitate referencing in national and agency TRMs.  (In my
view, such a format should be valid XML conforming to an XSD that has been
agreed upon as a voluntary consensus standard by the SDOs themselves or, if
they are unwilling or unable to do so, mandated by governments, preferably
collectively.)

To me this is a no-brainer, but if the eGov IG cannot bring itself to make
these points, I guess I must be seriously misled.

Suzanne, maybe the TRM is not the right thing to add. I'm not sure and  
leave the decision to you both who very likely are the ones that know  
best among our Group.

My intention is to reflect the different approaches to the use of  
standards that some governments have. As you can see there, the  
distinction in the EU was made by a directive a few years ago. In  
summary, everything is a technical specification but if it's stamped  
by one of the official standardization organizations listed in the  
directive, then it can be used and referenced by the government, i.e.  
W3C standards cannot be legally referenced. This is a very short and  
rough view. I'm not the expert. This needs a legal expert and my  
colleague Rigo Wenning is the W3C staff in charge of this topic (I  
already sent him a separate email). There are loads and loads of  
information about it, such as in [1] and it's a long and tricky issue.

I think that what we agreed on the call is to be broad and flexible,  
so I was trying to reflect the situation in EU (explained above) and  
also the situation in the US wrt OMB-A119 which looks much more  
flexible to me.

My opinion is that we as a W3C Group must promote the idea that  
governments _should_ be able to _reference_ W3C and other SDOs  
standards if useful for them and encourage them to participate in its  
development.
