Daniel, in the "Preserve" section of the eGov IG's data.gov.* memo
<http://web4.w3.org/2007/eGov/IG/wiki/Data-gov-memo> , it may be appropriate
to reference ARMA's Generally Acceptable Recordkeeping Principles (GARP):


Omar, JP, and Kathy, the xml.gov site seems to be down for maintenance, so I
can't get at the StratML forms right how.  However, as soon as time and
circumstances permit, I plan to render the GARP in StratML format so that
the principles become goals against which the performance of agencies can be
assessed and reported to stakeholders on the Web.
