Draft of Interoperability section

Hi,

The paragraphs on standards within 'What are the Mains Issues? have been 
reworked.
The changes are in light green.

I have tried to express main ideas and keep the length under control, 
because if needed there is a lot of literature about the question.

I hope it is satisfactory.
