OWL namespace - missing #

EARL,

It appears that the RDF/XML at http://www.w3.org/ns/earl defines an incorrect namespace for owl:

xmlns:owl="http://www.w3.org/2002/07/owl"

I believe it should be:

xmlns:owl="http://www.w3.org/2002/07/owl#"


Omitting the "#"  leads to incorrect URIs for:

<owl:Ontology>
and
<owl:versionInfo>

The other references to entities in the OWL namespace are valid because they are mentioned explicitly.
