My hunch is that this will be difficult/impossible to write a water-tight rule around. In which case, I think the best we can do is (a) offer some guidance, probably in the form of examples (b) trust the provider to make a sensible judgement about what is a 'dataset' to their potential audience. Remember, DCAT is aimed at a very general set of use-cases.
