Re: [dxwg] Reviewing DCAT issues (#1089)

Thanks @andrea-perego.  I've also had a go...  Generally I used the future-work tag - if we have agreement on the priority (or whether it goes into a primer or whatever) then we can allocate to a milestone.

With editing hat on = for the CR phase, [this query](https://github.com/w3c/dxwg/issues?utf8=%E2%9C%93&q=is%3Aopen+is%3Aissue+label%3Adcat+-label%3Afuture-work+-label%3A%22due+for+closing%22+no%3Amilestone+sort%3Aupdated-desc+-project%3Aw3c%2Fdxwg%2F1+-label%3Adcat-primer+) shows the issues that need attention to make status clear - currently nine of them.  For four of those I have suggested a way forward,  for the other five it wasn't clear to me.

There were some stray potential use cases that hadn't been included in the UCR (either the last publication or the ED) so I moved them to the 'UCR' milestone - hopefully that's okay.  I'm making no judgement on whether they are or will be approved.
