Normative guidance on servers' handling of HTTP header conflicts are given in Section [Hypertext Transfer Protocol Headers](https://w3c.github.io/dxwg/conneg-by-ap/#http). No guidance is yet given in either the HTTP or QSA Functions Profiles' sections to indicate how to resolve QSA + HTTP conflicting instructions. General guidance must be given as to how to resolve Functional Profile clashes.
