@kcoyle I don't think this is about reification: the object of dcat:primaryTopic is not the _metadata for the dataset_, but the _dataset_. As per the definition at https://w3c.github.io/dxwg/dcat/#Property:record_primary_topic, it is the _`dcat:Resource` (dataset or service) described in the record_.
