Use of `dct:format` and `dct:conformsTo` for `ResourceDescriptors`  is not well understood with test implementers using the properties without much differentiation, e.g.

```
dct:format <https://www.iana.org/assignments/media-types/text/html> ;
dct:conformsTo <https://www.w3.org/TR/html/> .
```

We need recipricol Usage Notes in `dct:format` and `dct:conformsTo` to better differentiate their effective use.
