Schedule

In response to the discussion yesterday about the schedule that W3C
expects, Philippe wrote a wee while ago:
"...
The W3C Recommendation Track is described in the W3C Process document, see:

https://www.w3.org/2018/Process-20180201/#Reports

Section 6.1.2 deals with maturity levels and 6.2.2 with advancement along
the Recommendation Track. There are requirements on wide review (6.22.3.1)
and implementation experience (6.2.4). Candidate Recommendations bake in a
deadline for comments of at least 28 days after publication. Proposed
Recommendations likewise require at least 28 days for AC review. In
practice, it takes plenty of time to mature specifications and to seek the
widespread review and input on implementation experience.
