[dxwg] Making dct:accessRights a property for dcat:Resource (#764)

andrea-perego has just created a new issue for https://github.com/w3c/dxwg:

== Making dct:accessRights a property for dcat:Resource ==
`dct:accessRights` is currently explicitly associated with `dcat:Distribution`.

However, based on the discussion in https://github.com/w3c/dxwg/issues/160, this property could also apply to other resources (e.g., in DCAT-AP, it is associated with `dcat:Dataset`).

Based on that, I would suggest we make `dct:accessRights` also one of the properties associated with `dcat:Resource`, thus being inheritable by its subclasses.
