Re: [dxwg] Reference DC Singapore Framework (#400)

@nicholascar, @tombaker reminds me that the [Singapore Framework](https://www.dublincore.org/specifications/dublin-core/singapore-framework/) of DCMI refers to a number of components of the application profile. In general these are not the same as the components referred to in PROF,  and some are not necessarily conceived of as actual documents but as informational background. For example, Singapore Framework includes functional requirements, and this can be seen as an element of the AP development workflow whose meaning is included in the final profile but whose actual text is not. The same is true for the domain model. Note also that the domain model may be shared by any number of profiles although the model (like DCAT in relation to PROF) informs the profile. 

If you wish to include a short description of Singapore Framework and how it both aligns with and differs from PROF, Tom and I might be able to provide you with a paragraph that could work.
