I revised my original comment. The conformance issues isn't about profile A conforming to B, its about resource instance conformance. If there are not testable implications of asserting that some resource conforms to A, which is a ProfileOf B (the basic entailment question that started this conversation), then what is the use of making the assertion? It would boil down to little more than asserting that 'A isRelatedTo B'.
