[dxwg] dct:creator for dcat:Resource

agbeltran has just created a new issue for https://github.com/w3c/dxwg:

== dct:creator for dcat:Resource ==
when discussing data citation in #61, we added ```dct:creator``` to ```dcat:Dataset```

I believe this property could be moved to the super class ```dcat:Resource``` and potentially to other classes, such as ```dcat:Distribution``` to (partly) support citation of distributions (#433)
