I have addressed this issue in Commit https://github.com/w3c/dxwg/commit/b0b64918802671162ca6ecf72e3ae8328c341531 in two ways: better description text (both Introduction, conceptual Model and Specification (Base Specification part) and also by indicating on the Conceptual Model diagram that the `Base Specification` class shall not have a `isProfileOf` property leading to a `dct:Standard`.
