Yes, indeed, there's potentially many complex things that could be modeled but, like original DCAT, let's get this fairly simple model out there and leave complexity to PROFv2! Profile relation typologies, fine-grained ResourceDescriptor/Profile relations etc. all interesting and difficult but I don't fancy an ontology with many more classes and relations than we have now.
