Been away for a couple of days so coming in late to this discussion. One point that we discussed with the implementers of the EU DCAT-AP was how implementers could create national/local profiles of DCAT-AP. We talked about such local profiles 'extensions of DCAT-AP' and published a guideline for such extensions: https://joinup.ec.europa.eu/release/dcat-ap-how-extend-dcat-ap. The basic idea was that instance data conforming to a local profile would also conform to the European profile, so that instance data from one country would still be able to interoperate with instance data from another country that conformed to another country's extension -- but they might not understand each others' local bits. It would be useful if such a local profile could express this kind of relationship between the local and the higher-order profile. Would this be a type 3 relationship as defined by @smrgeoinfo?
