[DCAT] 2018-03-21 team meeting summary

Productive meeting today.
8 resolutions, 4 issues closed, 3 closable pending acceptance of a Pull request - all dealing with domain/range constraints.

Next week we will vote to recommend to the DXWG plenary that the FPWD be published.

Unfortunately something went wrong with the IRC so we don't have nicely formatted minutes.
Fortunately I grabbed the log before closing it, so that is pasted below.
