Well... Wouldn't it be odd if the landing page did not in fact list any distributions? I agree that there is probably no formal expectation under OWA -- after all, the software can actually _read_ the document -- but from a human perspective, you would expect a dcat:DistributionList to contain a list of distributions, wouldn't you?
