Re: [dxwg] dcat:keyword- check constraints

I suggest dropping the domain restriction on dcat:theme as it can be used
in other contexts than Datasets. In SRIM and Geoplatform profile dcat:theme
has been promoted to Asset as it can be reused for different types of
assets (Map, Layer, Style, Service, Gallery,etc..)
