@arminhaller Your comments actually strengthen me in my opinion that specifying `dct:license` for `dcat:Dataset` in addition to `dcat:Distribution` is not a good idea. As you point out, there could be different licences on the two levels, which may create a legal conflict. A need to declare Dataset to be a subclass of Distribution sounds like making things even worse.
