Well, as `locn:geometry` is used in GeoDCAT-AP, the answer could be no.

The spatial coverage is specified by using `dct:spatial`, which points to a `dct:Location` (i.e., to a "spatial thing", in SDWWG terms). This spatial thing can be specified in different ways - e.g., as a geoname, as in examples provided in the DCAT spec, or by specifying its extent with a geometry (the two options are of course not mutually exclusive).
