Another outline

I had another idea about an outline for profile guidance, so I put it here:

It's kind of messy so I would expect it to get edited/fixed if folks are
interested. This one creates two conceptual sections in the document:
- the profile iteself (what is is, what it contains)
- metadata and information ABOUT the profile (administrative info,
context, relationships)
